Hemant Soren, the former chief minister and leader of the Jharkhand Mukti Morcha, was voted as the leader of the Indian National Development Inclusive Alliance (INDIA) bloc parties on July 3. He later asserted his claim to form the state’s administration in a meeting with the governor. It is planned for Mr. Soren to return as the state’s thirteenth chief minister. Mr. Soren resigned as the Chief Minister of the State in January of this year after being jailed in connection with an alleged land scam.

Hemant Babu, also known as Hemant Soren, was chosen as our alliance’s leader. Champai Soren, the outgoing chief minister, told reporters outside Raj Bhawan, “I’ve resigned from my post on my own.” Soon after Champai Soren submitted his resignation to Governor C. P. Radhakrishnan, Hemant Soren declared his intention to take over as head of state. On July 3, Mr. Soren arrived in Ranchi in the evening and visited the governor along with leaders of the allied parties. According to rumours, on July 4, Hemant Soren might receive an invitation from the governor to become the State’s thirteenth chief minister.

Earlier in the day, a lengthy discussion was held in Ranchi between Chief Minister Champai Soren, the alliance partner Congress Party’s state leader Ghulam Ahmad Mir, state Congress president Rajesh Thakur, and all of the legislators and leaders of the INDIA bloc allies. The MLAs of the ruling alliance had come to an agreement to have Mr. Soren reappointed as Chief Minister of the State and to alter the guard. Congress MLA from Jamtara Irfan Ansari told local reporters in Ranchi, “A decision was taken at the meeting that Hemant Soren will be the Chief Minister of the State again.” He then hurried out, citing a toothache as his excuse.

The Enforcement Directorate (ED) had earlier on January 31 detained Mr. Soren in relation to a money laundering investigation involving a purported land fraud.

Preferring to remain anonymous, a JMM MLA told The Hindu over the phone, “Yes, we want Mr. Soren to take oath as CM of the State sooner rather than later but, it all depends on the Governor for the invitation.” After July 2013 and December 2019, Mr. Soren would take the oath of office as Jharkhand’s chief minister for the third time.

However, this was the first occasion Mr. Soren has summoned an all-party gathering of MLAs of coalition partners since his release from jail on June 28. Champai Soren, the current chief minister, is expected to be “upset” by the decision, which he later rejected, and may be assigned a new role as the executive president of the JMM or as the chairman of the INDIA bloc coordination committee in the State.

Following the recent Lok Sabha election, the JMM-led INDIA bloc’s strength in the 81-member Jharkhand State Assembly has decreased from 47 to 45 (JMM-27, Congress-17, and RJD-1). With the election of two of its legislators, Dhulu Mahto (Baghmara in Dhanbad) and Manish Jaiswal (Hazaribagh), as party MPs, the BJP now has 24 members in the State Assembly.

Following Mr. Soren’s jail sentence, his wife Kalpana Soren entered politics and won a by-election in which she defeated BJP candidate Dilip Kumar Verma by more than 26,000 votes to become the Gandey constituency’s party MLA. The state’s Giridih district’s Gandey Assembly seat was unoccupied after JMM MLA Sarfaraj Ahmad resigned.

Mr. Soren was briefly greeted by State Congress President Rajesh Thakur and General Secretary of the All India Congress Committee (AICC), Ghulam Ahmad Mir, who is in charge of Jharkhand for the party, prior to the gathering of MLAs from the allies of the INDIA group on Wednesday. A JMM leader stated, “Ahead of the upcoming State elections in October of this year, the alliance partner legislators and leaders elected Hemant Soren for the third term of CM for a unified command.”

Hemant Soren was released from custody earlier on June 28 after being granted bail by the Jharkhand High Court, which stated that “there exist reasons to believe that he was not guilty of the offence.”

Sita Soren, Mr. Soren’s estranged sister-in-law, who had joined the BJP prior to the Lok Sabha elections and unsuccessfully fought for the seat in Dumka, responded to his appointment as the State’s new chief minister, succeeding Champai Soren.

She joked, “Changing CM’s face won’t get any benefit.” Vinay Singh, the spokesperson for the BJP, had previously declared, “It is evident that once a dynast, always a dynast.” Champai Soren’s brief assumption of power was little more than a democratic front. But the Shibu Soren family will never allow authority to leave the family.
